Assessing the state and potential for a green industrial transformation

OUR APPROACH & DELIVERABLES

The study comprised three tasks with the following objectives:

1. Establish what policy objectives have been set for the zero pollution, decarbonisation and circularity aspects of the green industrial transformation and what policies and measures have been implemented at EU and national level to facilitate the transformation at industry level and sector level in three cases (cement, mining and wastewater treatment).

2. Establish current and historic environmental performance of EU industry together with data analysis to identify data gaps, key messages and unpick the drivers that underpin the performance trends.

3. Establish a framework to monitor which enablers are contributing to the green industrial transformation and assess progress for industry.

Alongside Aether, we have delivered:

• An overview of industrial policies, targets and measures which are enabling progress towards a green industrial transformation, at EU and Member State levels. This involved regulatory analysis to examine upstream and downstream policies across their value chain for three sectors (cement, mining and wastewater treatment) and identify policy shortcomings and opportunities for scaling ambition.
• An assessment of the state of climate and environmental performance based on existing data for industry, identifying key messages for environmental impact categories, sectors and countries. Data gaps and limitations were reviewed to contextualise the data analysis.
• An assessment of enabling conditions that underpin the industrial transformation and established a monitoring framework to assess these.
• A webinar that hosted approximately 70 participants to validate initial study findings and address data gaps.
