Emma Watkins

Emma is an Associate Director in the Environmental Policy & Economics team with over 20 years of environmental policy experience and joined the company in 2025.

Emma is an experienced project manager and policy researcher with a successful track record of working for clients including EU and international institutions, national government departments and agencies, businesses, NGOs and foundations. She is experienced in analysing and evaluating environmental policy and legislation, stakeholder engagement activities and the development of evidence-based policy recommendations.

Emma has particular expertise on circular economy, resource use and waste (including plastics, packaging and marine litter), but has also worked on topics ranging from environmental taxation, economic instruments and extended producer responsibility (EPR) to climate change, air pollution and transport.

Examples of Emma’s past projects include: developing new indicators to measure the transition to climate neutral circularity, preparing official guidance for the EU Single Use Plastics Directive, and two studies on environmental taxation and its contribution to applying the polluter pays principle (all for DG Environment, European Commission); supporting the Circular Plastics Alliance’s work on guidelines and standards for design-for-recycling (for the Joint Research Centre, European Commission); assessment of EU policies for the use of Critical Raw Materials (for Sitra, the Finnish Innovation Fund); making the case for an EU Resources Law (for OVAM, the Flemish Public Waste Agency); the state of play of European circular economy policy (for PBL Netherlands Environmental Assessment Agency); social acceptability of low and zero emission zones for transport (for the Clean Air Fund); EPR for plastic packaging (for the MAVA Foundation); policies to manage plastic pollution (for the World Bank); and greening taxes and subsidies in the Pacific Island Countries and Territories (for the Pacific Community).

Before joining Logika, Emma worked at the Institute for European Environmental Policy (IEEP) for 18 years. She has a BA (Hons) in European Studies and French from the University of Manchester, and speaks French, some Italian and a little Dutch.
